Appropriate permits are required for any building construction, alteration, or repair involving new or changed uses of property (other than ordinary repairs). Separate permits are required for building, electrical, heating, air conditioning and plumbing work.
Exception: Permits shall not be required for any work costing $20,000 or less on 1 and 2 family dwellings, unless the work involves: the addition, repair, or replacement of load bearing structures; the addition or change in the design of a plumbing system; the addition, replacement or change in the design of a heating or air conditioning system; the addition, replacement or change in the design of an electrical system; and the use of materials not permitted by the code.

A design professional’s seal and signature are generally required, on plans for all commercial construction projects (NC General Statute 83A-13(c) 1-6. This requirement is subject to the exceptions listed in NC General Statute 83A-13(c1):
((c) Nothing in this Chapter shall be construed to require an architectural license for the preparation, sale, or furnishing of plans, specifications and related data, or for the supervision of construction pursuant thereto, where the building, buildings, or project involved is in one of the following categories:
(1) A family residence, up to eight units attached with grade level exit, which is not a part of or physically connected with any other buildings or residential units;
(2) A building upon any farm for the use of any farmer, unless the building is of such nature and intended for such use as to substantially involve the health or safety of the public;
(3) An institutional or commercial building if it does not have a total value exceeding two hundred thousand dollars ($200,000);
(4) An institutional or commercial building if the total building area does not exceed 3,000 square feet in gross floor area;
(5) Alteration, remodeling, or renovation of an existing building that is exempt under this section, or alteration, remodeling, or renovation of an existing building or building site that does not alter or affect the structural system of the building; change the building's access or exit pattern; or change the live or dead load on the building's structural system. This subdivision shall not limit or change any other exemptions to this Chapter or to the practice of engineering under Chapter 89C of the General Statutes;
(6) The preparation and use of details and shop drawings, assembly or erection drawings, or graphic descriptions utilized to detail or illustrate a portion of the work required to construct the project in accordance with the plans and specifications prepared or to be prepared under the requirements or exemptions of this Chapter.
(c1) Notwithstanding subdivisions (c)(3) and (4) of this section, a commercial building project with a total value of less than two hundred thousand dollars ($200,000) and a total project area of less than 3,000 square feet shall be exempt from the requirement for a professional architectural seal.

The Circuit Breaker Tax Deferment program limits the amount of taxes qualified North Carolinians, who are age 65 and over or totally and permanently disabled on January 1, would pay on their permanent residence (homestead). Taxes are limited to a percentage of the taxpayer’s income as shown below. Taxes above that percentage are deferred until there is a disqualifying event that triggers the repayment of the deferred taxes.
You may be qualified for the Circuit Breaker Homestead Tax Deferment Program if you are an Iredell County Resident at least 65 years of age on January 1st of the tax year in which you wish to claim the exemption. Also, if you and your spouse’s income did not exceed $55,050 for the year prior to which an application is made and you have owned and occupied your current permanent legal residence for 5 or more years.
If these qualifications do not fit, you may also qualify if you are certified totally and permanently disabled by a licensed physician or governmental agency and you and your spouse’s income did not exceed $55,050 for the year prior to which an application is made. During the 1940s, scientists discovered the first of many drugs used to treat TB. As a result, TB slowly began to disappear in the U.S. Unfortunately, TB infection has made a comeback in recent decades. After 1984, the number of TB cases reported in the U.S. began to increase. More than 25,000 cases were reported in 1993.
You CANNOT get TB from sharing a drinking glass with a person who has TB or touching a doorknob after someone with TB has used it. Also, once a person with TB is taking medication for treatment, he or she quickly becomes non-contagious. Additionally, once treatment has begun, he or she can quickly resume their normal life without fear of spreading TB to others.
Many people who have latent TB infection never develop active TB disease. In these people, the TB bacteria remain in the body for a lifetime without causing disease. But, in others, especially those who have weak immune systems, the bacteria can become active and cause TB disease.
Symptoms of active TB disease depend on where in the body the TB bacteria are growing and may include:* bad cough lasting more than 3 weeks* pain in the chest* coughing up blood or sputum* weakness/fatigue* weight loss* no appetite* chills, fever, night sweats* usually have a positive skin test* may have abnormal chest x-ray and/or positive sputum smear or culture
Because the TB bacteria may be found elsewhere besides the lungs, a doctor or nurse may check your blood or urine, or do other tests. If you are found to have TB disease, you will need to take medicine to cure it.

In the event of a disaster or emergency, the Iredell County Public Health Department has emergency procedures to help protect the community. These procedures include sharing information with the public on ways residents can protect themselves, and agreements with specific local agencies to set up medication clinics, as necessary. Finally, the Iredell County Public Health Department participates as a member of the emergency response community to work collaboratively on any public health emergency.
Try to assemble your kit well in advance of an emergency. You may have to evacuate at a moment’s notice and take essentials with you. You will probably not have time to search for the supplies you need or shop for them.
You may need to survive on your own after an emergency. This means having your own food, water and other supplies in sufficient quantity to last for at least 72 hours. Local officials and relief workers will be on the scene after a disaster but they cannot reach everyone immediately. You could get help in hours or it might take days.
Additionally, basic services such as electricity, gas, water, sewage treatment and telephones may be cut off for days or even a week, or longer. Your supplies kit should contain items to help you manage during these outages.

What is a food-borne illness? Food-borne illnesses are those acquired by consumption of contaminated food or drink, and include those caused by chemical contaminants such as heavy metals and organic compounds. These illnesses are frequently and inaccurately referred to as food poisoning. To meet the definition of a food-borne illness, two or more persons must have consumed the same food and have similar symptoms of illness or one person must be physician/laboratory diagnosed with a specific illness. The Iredell County Public Health Department will take information regarding food-borne complaints, but these may not be investigated to the extent of a true food-borne illness. The most frequent causes of food-borne illnesses are: 1) bacterial toxins grown in the food prior to consumption such as Clostridium botulinum, Staphylococcus aureus, Bacillus cereus, and scombroid fish poisoning associated with elevated histamine levels; 2) bacterial, viral, or parasitic infections such as brucellosis, Campylobacter enteritis, diarrhea caused by Escherichia coli, hepatitis A, listeriosis, salmonellosis, shigellosis, toxoplasmosis, viral gastroenteritis, taeniasis, trichinosis, and vibrios; and 3) toxins produced by harmful algal species (cigautera fish poisoning, paralytic shellfish poisoning) or present in specific fish species (puffer fish poisoning). What are the symptoms of a foodborne illness? Symptoms may include nausea, vomiting, abdominal cramping, diarrhea, fever, headache, jaundice, tingling or numbness, muscle aches and pains, and many others. Not all food-borne illnesses have the same symptoms and the severity of symptoms varies from one person to the next. How long does it take for a foodborne illness to occur? Food-borne illness caused by chemical contaminants or that caused by allergic reactions to elevated histamine levels in fish can occur within minutes, while other food-borne diseases may occur anywhere from a few hours to a few weeks after consumption of the contaminated food/drink. Most persons will assume that the last meal eaten is the cause of their illness; this is very often inaccurate. Do I need to see a doctor about my foodborne illness? This is an individual choice based on how the individual is feeling; however, no food-borne illness can be proven unless the causative agent can be isolated from both the person and the food that they consumed. Therefore, it is very important that a doctor is seen so that specimens of blood, vomitus, or stool can be taken and that you contact the Public Health Department as soon as an illness is suspected so that food, drink, or food contact surfaces can be sampled in a timely manner. What information do I need to have when I call the Public Health Department? The first tool that the Public Health Department needs to investigate a complaint of food-borne illness is a thorough case history. You need to be prepared to provide information about your symptoms, the time, date and location of consumption of the suspected meal, when symptoms occurred, as well as a three-day food history of items consumed prior to becoming ill. In cases where a large group of persons consumed the same foods (such as a reunion, party, etc.), food histories must be taken from those persons not showing symptoms as well as from those who are ill. You must leave information about how you can be contacted during the hours of 8 a.m. to 5 p.m. so that additional information may be gathered as necessary. You may report a food-borne illness by calling 704-878-5305 (Statesville) or 704-664-5281 (Mooresville). From the information gathered from these case histories, the Public Health Department will make a statistical analysis about the type of illness and pinpoint the foods most likely to have caused the illness. What do I do with any food I have left of the suspect meal? The Public Health Department can only test foods that are still in the 'chain of custody' of the restaurant or facility where the meal was prepared, so meals taken away from the facility cannot be analyzed at the Public Health Department laboratory. Individuals can take the leftover food to a private lab for analysis if they desire, but the results will not be included in a Public Health Department investigation. Is the information about my illness confidential? Yes. Medical information about the individuals who are ill is confidential and will only be shared with the permission of that person. However, information about the investigation that takes place at the facility where the food was purchased is public information. What happens when you go to the facility to investigate where I purchased the food? A true food-borne illness investigation is treated as a high priority by the Public Health Department. Provided that the information about the illness is available to the department in a timely fashion, a full investigation will take place. An investigation of a food-borne illness will involve the tracking of the suspected food from the supplier through storage, preparation, and service to the consumer. This investigation may include: •Checking invoices of food stock and scrutinizing receiving practices of the facility •Checking food storage and preparation practices •Checking for proper hot and cold food holding/cooking temperatures •Taking samples of suspected food/drink for laboratory analysis •Swabbing food contact surfaces to isolate bacterial contamination •Observing foodservice employee hygienic practices •Interviewing foodservice employees about their health •Checking for proper surface sanitizing

Active duty, non-resident military personnel may be exempt from North Carolina motor vehicle property tax. To qualify for an exemption, you must present a copy of your Leave and Earnings Statement to the county tax office that lists your home of record for a state other than North Carolina. The statement should be for the month and year in which you registered the motor vehicle and must include your Estimated Time of Separation (ETS) date and home of record. If your home of record on your Leave and Earnings Statement is North Carolina, you must pay the vehicle property tax here.
Gap billing of property taxes occurs when there is a gap (one or more months) in billed property taxes between the expiration of a vehicle’s registration and the renewal of that registration or the issuance of a new registration. The vehicle is an unregistered vehicle during the gap in registration.

Our policy is that children need to be within the appropriate age range at the time they START camp (due to the high demand and limited availability). For the younger children, it is helpful if they have had experience in a group environment (ex: daycare, pre-school, or kindergarten), although this is not required to attend. For older children, as long as they are the appropriate age when they begin attending camp, they may continue to attend for the remainder of the summer (See EXAMPLE in 3rd paragraph).
Age 5: These children would need to be comfortable managing their items during the day (backpack, lunch, shoes, swimsuit, etc), following instructions, and being part of a large group. Must be able to change clothes and use the restroom independently.
Age 11-12: 11 year olds can be in either program. If a child turns 12 prior to their registered start of camp, they would not be eligible for Camp Iredell, but would still be eligible for Camp Iredell Adventures. If a child does not turn 12 until after they have already started attending Camp Iredell, they would still be eligible to attend Camp Iredell for the remaining weeks they are registered (but could also attend Camp Iredell Adventures if desired, or alternate between the two).

There is a payment plan option, and with that you must at least pay $30 of your amount due during your initial registration (or any time you come back to add sessions). For payment plans, a surcharge of $5 per session is added to the weekly total. The $30 payment is non-refundable, non-transferrable, and is used as a deposit to hold your selected sessions. Remaining payments for weekly fee amounts are due the Monday prior to each session.
If you pay in full initially, and cancel at a later date, you will only receive a partial refund, the session fee minus the $30 deposit (if cancelled prior to the deadline).
Because registrations are NOT 100% irefundable and are not transferrable, please be sure you are accurate and confident with your selections.
Unfortunately, we can not offer a discount for multiple children. We try to keep our rates as low as possible (while still matching our expenses), and can not offer any further discounts.
Cancellations must be received no later than the Monday prior to the week in question. Our rates are based per week and we are unable to offer daily rates or refunds for days missed. Refunds are only available for sessions if cancellations are made by the Monday prior to each session (deposit amounts ($30/week) and surcharges are non-refundable). Cancellations received late are non-refundable and non-transferrable.

We travel! *The camps only stay at the school sites during the morning drop-off (7am-8:30am for Camp Iredell, 7:30am-8:30am for Camp Iredell Adventures) and the afternoon pick-up (4:30pm-6pm). Between 8:30am and 4:30pm, the camps will travel to various locations for their scheduled activities (parks, pools, movies, bowling, science centers, etc). Select trips may require earlier drop-off or later pick-up than usual (prior notification will be provided).

School Sites (Drop-Off & Pick-Up): East Elementary School (Gym) in Statesville, Mt. Mourne School (Gym) in Mooresville. PICK ONE. During the day, camp will visit a variety of locations. This could include: pools, parks, movies, bowling, science centers, nature/animal centers, historical locations, baseball games, etc. Camp usually swims 2 times each week. The featured “field trips” are usually on Wednesdays (wear camp shirt). See “Parent Handbook” for additional details.
NOTE: Due to cost-cutting procedures in place by the Iredell-Statesville school system, it may be the case that Camp Iredell will not be allowed to travel for some of the Fridays during camp (June & July). We have a use-agreement with I-SS regarding facility use and bus use. We may not be allowed to use the buses on Fridays in June & July, which means we will plan activities to be done at the sites on those days. This would not effect any scheduling on Mondays-Thursdays, and may only effect some, but not all, of our Fridays. This would not effect Camp Iredell Adventures, because they travel by van.
Please label all items that your child brings to camp! Your child will be responsible for keeping up with all items they bring to camp. Be sure that your child wears appropriate attire and/or footwear to camp.
Weapons, illegal drugs, or items of any kind that may be considered dangerous or unlawful are not permitted in any ICPRD programs or facilities.
Depending on the activity, the campers may be divided into smaller age-appropriate groups. For activities such as arts & crafts, field trips/facility tours, and certain games, the campers may be divided. For activities such as movies, guest speakers, and playground time, the campers are not usually divided. For swimming with Camp Iredell, campers are permitted into certain areas of the pools based on their swimming ability and age/size. All campers will be tested on swimming ability during their first swim date (re-tests may be allowed throughout the summer), and given a colored bracelet to indicate which areas they can enter. Additional information pertaining to our swimming/testing policies is in the “Parent Handbook” (available on the website).
Our staff to camper ratio is no more than 1:10 (staff:campers).
For certain larger trips (such as Carowinds and Emerald Pointe), we bring in additional staff to help lower this ratio. The age distribution varies each year, as we are not able to predict exactly who will register for our programs. Camp Iredell tends to have roughly 50% fall in the middle ranges (ages 7-9) with the remaining age ranges (5-6 and 10-11) falling fairly evenly on both ends (20-30% each).
For our day camps, it does not matter if you live outside of Iredell County (there are no additional fees). As long as your child can utilize one of our drop-off/pick-up sites and adhere to the appropriate times, there should not be any issues if you live outside of Iredell County.
Camp Iredell: All staff must be at least 18 years old, and all bus drivers are at least 21 years old with a valid commercial drivers’ license (CDL) issued through the NC DMV (50-75% of the staff are bus drivers/counselors, 21 or older). All staff are First Aid and CPR certified, go through a 15+ hour staff training, and must pass a drug test and background check prior to employment. We look for staff to have experience in education, child care, recreation, or similar fields.
Camp Iredell Adventures: All staff must be at least 21 years old. Staff are also First Aid and CPR certified, go through a 15+ hour staff training, van driver training, and must pass a drug test and background check prior to employment. You may not have corrected your address with our office. Also, properties that have been flagged for division of property or improvements may not have been appraised yet. If you did not own the property as of January 1 you will not receive a reappraisal notice.
All property, real and personal, shall as far as practicable be appraised or valued at its true value in money. When used in this subchapter, the words “true value” shall be interpreted as meaning market value, that is, the price estimated in terms of money at which the property would change hands between a willing and financially able buyer and a willing seller, neither being under any compulsion to buy or to sell and both having reasonable knowledge of all the uses to which the property is adapted and for which it is capable of being used.
Reappraisal means that the local tax officials are reappraising all real property as of the effective date of the reappraisal, in this case January 1, 2023. Reappraisal is required by the laws of the State of North Carolina.
The current reappraisal is effective January 1, 2023. The county is on a 4 year reappraisal cycle. The next will be effective for January 1, 2027.
The Appeal Process
The first step of the appeal process is to complete an Appeal Form in its entirety and return it with documentation to the Iredell County Assessor’s Office - PO Box 1027, Statesville, NC 28687, within 30 days of the date of Notice. You may also complete and submit an appeal online at https://www.bttaxpayerportal.com/TaxpayerPortalIR/Appeal. An appraiser will review the information provided and respond with a new Notice of Real Estate Assessed Value. The objective of this review will be to ensure property is appraised at 100% of its true (market) value as of January 1, 2023; therefore, value could decrease, increase, or stay the same. Taxpayers who wish to further appeal the assessed value may file an appeal with the Iredell County Board of Equalization and Review.
Iredell County Board of Equalization and Review (Ref: NCGS 105-322)
An appeal to the Iredell County Board of Equalization and Review (Board) must be made prior to its advertised date of adjournment or within 30 days of the last Notice of Real Estate Assessed Value. The first meeting of the Board must be held no earlier than the first Monday in April and no later than the first Monday in May. Actual times and dates will be advertised in local newspapers and on the Iredell County Website https://www.iredellcountync.gov. Appeals must be postmarked by the United States Postal Service within the allocated time periods. If a postmark cannot be read or is not present, the form will be considered received on the date it arrives in the Assessor’s Office. Appeals should be made in writing and mailed to the Iredell County Board of Equalization and Review - PO Box 1027, Statesville, NC 28687. Appeals may also be made online at https://www.bttaxpayerportal.com/TaxpayerPortalIR/Appeal. Online appeals must be submitted prior to the Board’s advertised date of adjournment or within 30 days of the last Notice of Real Estate Assessed Value. Prior to the Board hearing, an appraiser will visit the property to ensure the accuracy of the Assessor’s data. If the appraiser and the taxpayer reach an agreement, an Assessment Agreement may be signed and presented to the Board for final approval. If an agreement is not reached, the taxpayer will be notified of the date and time of the Board hearing. At the hearing the taxpayer will have the opportunity to present their evidence and testimony to the Board. A County appraiser will present the County’s evidence and make a recommendation of value to the Board. Within 30 days after the Board hearing, the taxpayer will receive a Notice of Decision indicating the Board’s determination of value. Taxpayers dissatisfied with the value indicated in the Notice of Decision may appeal to the NC Property Tax Commission within 30 days of the date of the Notice of Decision.
North Carolina Property Tax Commission
Appeals to the NC Property Tax Commission (PTC) must be filed within 30 days of the date of the Notice of Decision from the Iredell County Board of Equalization and Review. These appeals are typically heard in Raleigh. The PTC is comprised of 5 members appointed by the Governor and the Legislature. Information for the NC Property Tax Commission may be reviewed at https://www.ncdor.gov/taxes/north-carolinas-property-tax-system/property-tax-commission. Prior to the hearing, representatives of the Department of Revenue will meet with the County and the taxpayer to review the merits of the case and resolve them when possible. The taxpayer or the County may appeal the decision of the PTC to the Court of Appeals.

You may go online and view your Property Record Card. Please visit the Iredell County Public Access page. It defaults to the Basic Search tab, which can be used to search for information like your name, address or parcel number. The Real Estate tab also offers similar options to search for your Property Record Card. Once you enter the necessary criteria, and press the search button, you’ll see a Search Results tab appear. The first field beneath the Search Results is labeled The Parcel #. Click on your Parcel #, then scroll down to the bottom of the page to view your Selected Parcel Info. The fifth tab from the left, starting with the Land tab, is the Property Record Cards tab. Clicking on the link beneath that tab will open your Property Record Card. Look at the top right of the Property Record Card and to the left of the market value. If there is a “UC” code then the structure was appraised at the percentage listed under the “UC”. If no percentage is shown, it was valued as 100% complete. Also, check the notes area.
You must list any changes to your real estate during the month of January, this includes all new buildings, improvements and additions along with the cost and the percent complete as of January 1. Also, you must notify the Assessor’s Office if you have demolished or removed any improvements.
